Urban planning course program 2
prof. Valter Fabietti
Contents
The Urbanistic 2 course is located in the second year of the one-cycle Specialized Degree Course in Architecture, activated at the Faculty of Architecture in Pescara.
The aim of the course is to introduce students, through the theme of the year, to understanding the relationships between the building intervention and the reference territorial context. To this end, through the definition of the project theme, will be addressed:
• the perimetration of a territorial area of reference in which the urban project of the year is located;
• identification of the structuring elements of the intervention area;
• drafting a managerial scheme;
• definition of intervention areas and their maximum size;
• identification of the necessary public works;
• identification of stakeholders;
• definition of the implementation methods of the scope;
• the construction of the structure scheme (morphological and functional configuration) of the sector in which the intervention is located;
• definition of the reference urban parameters.

Educational goals
The training course is composed of a theoretical and a practical component and has the objective of learning the use of tools and methodologies for the interpretation of the urban context aimed at developing a medium complexity urban project.
The specific purpose of the course is to introduce students, through the theme of the year, to the understanding of the relationships between the building intervention and the territorial environment of reference. In particular, the course task is to promote learning about:
- the rules of urban transformation, with particular reference to the current urban planning instrumentation and related procedures;
- the possible implementation models, with reference also to the recent perequative and TDR practices;
- the identification of the audience of the subjects involved in the transformation;
- the morphological rules to be used in the construction of the urban transformation project
- know and use the most appropriate tools and forms of representation
Teaching methods
Teaching will be provided in traditional ways, through lectures and exercises in the classroom. The course is organized as a workshop activity (workshop) carried out in the classroom. Intermediate checks are planned.
Scope of design experimentation
This year's exercise continues the experience started in Urban Planning I in the academic year 2020-21, and takes as the planning reference the same areas analyzed for Urban Planning I.
The urban project will have to provide interventions on the building system and on the frame of public spaces: the completion of still free areas, the demolition and reconstruction of parts of fabric, the redevelopment of the interfaces of some portions of fabric on the open space. Particular attention should be paid to the redevelopment of public space and the mobility system, in line with the design choices concerning the building and the largest fabric in the city.
The complexity of the project must be articulated within a time span of twenty-five years. It will therefore be necessary to construct a schedule of the interventions, understanding their scope and the necessary consequentiality, also with reference to the various financial actors.
Required documents
For the performance of the work requires the realization of 5 graphics and a physical model, in 50x50 cm format. Both for the tables and for the model, the course will propose a format valid for all members.
Table 01_ URBAN STRATEGY
Construction of a redevelopment strategy. The paper must present the general objectives, specific objectives and project actions to be proposed in written and graphic form.
The representation must concern the concept for its area and the guiding vision for the entire urban center (excluding Pescara), with floor plans and sections at the appropriate scales.
Table 02_ MASTERPLAN
Once the urban-scale strategy has been clarified, the masterplan will be presented, a drawing that will have to return to a scale of 1: 2000, all the design choices advanced in its area translated into architectural form. The planimetric representation must be accompanied by sections at the appropriate scales.
Table 03_ PROJECT INSIGHTS
In the third paper, the morphological rules useful for a better definition of the choices advanced in the masterplan will be graphically graphed. The scales will be 1: 2000, 1: 1000. Each group of students will have to deepen one or more portions of the project, including the different themes addressed: building redevelopment, volumetric recomposition, redevelopment of public space, etc. The table must contain diagrams, two-dimensional representations at a scale of 1: 1000- 1: 500 and three-dimensional.
- PLASTIC
Together with the tables, a model relating to the extended project must be created, starting from the masterplan and representing the planned interventions. You will have to print the base and glue it on a 5 mm thick forex panel. The areas not involved in the project will be represented in a simplified way, as isolated, and made by applying a sheet of polystyrene or cardboard, shaped on the block, with a thickness of half a centimeter. The planned buildings will be made with cardboard.
Modality of verification of learning
The final evaluation is carried out on the project elaboration, and on the theoretical preparation of the student, through the following criteria:
- internal and external coherence of the project;
- compliance of the project with the current technical regulations;
- completeness of the products produced;
- degree of participation in the course;
- ability and clarity of oral exposure and language properties; knowledge of the theoretical aspects presented in the lessons;
- knowledge of the reference texts.
