The Urban Planning Course 2A (10 CFU) by prof. Piero Rovigatti offers its participants learning how to use the main tools and methodologies for interpreting the urban context, aimed at developing a medium complexity urban project.

This course consists of four complementary teaching activities, divided into coordinated modules:
Module 1 - Ideas and experiences of the city, cycle of ex cathedra lessons around the contemporary themes of Urban planning theories and techniques, to develop the previous Urban Planning 1 course, (a.y. 2018-2019), for 2 ECTS;
Module 2 - Tools and methodologies of contemporary urban planning (Open Gis, management and access to territorial open data), for 2 CFU

Module 3 - Exercise design module, entitled: “Retake Rancitelli, Local urban regeneration plans for the periphery of Pescara”, for 4 CFU.

Module 4 - Urban design and investigation workshop to support the research project, “BEYOND THE COURTYARD. The project of open spaces inside and around public schools after the COVID-SARS2 pandemic as an opportunity to redefine and strengthen the relationships between cities and urban commons dedicated to education, new civic centers ", being carried out within the third mission activities carried out by the chair within the Ludoteca table, the network of schools, universities, public libraries and associations of the third sector active in the districts of Rancitelli / Villa del Fuoco, San Donato, Fontanelle, for 2 credits;

The course is aimed at students who have already followed the Urban Planning 1 course in the first year, in possession of the basics of urban planning.

The course develops and deepens these contents moving towards the experience of the medium-sized urban project, the subject of the year's exercise theme.

The course consists of a theoretical part, a practical technique, aimed at the use of territorial information systems and the use and production of Open Data, and an exercise.

This last part has the objective of experimenting with the use of tools, techniques and methods of analysis, critical interpretation and urban and territorial planning aimed at developing a medium-complexity urban project, also assessed with respect to its technical sustainability, environmental, with elements of landscape, socio-economic and financial evaluation.

Specificity of the course
The course is characterized by attention to the history and origin of urban planning in the modern age, to the themes and experiences that have characterized Italian urban events since the post-war period and to the current role of planning and government of the territory in public policies and as guide and direction of collective and individual behavior of territorial and urban actors.
This course also participates in a non-neutral idea of the discipline, oriented in a social and environmental sense. The course offers the opportunity to carry out a direct experience of participatory "urban planning", within a third mission activity already mentioned in the initial notes, developing an integrated approach to other disciplines.
The course activities are in fact integrated with those carried out by the teacher within the activities of FIRST, the University Interdepartmental Center dedicated to Training, Teaching and Research, School and Territory of the University of Annunzio, and in particular to teaching activities. and professional internship of the courses of Psychology of Learning Processes and Adaptation of the School Context (prof. Sergio di Sano, Department of Neuroscience, Imaging and Clinical Sciences, UdA)..

Exercise module. Retake Rancitelli.

The title taken from the "Retake Rancitelli" course acquires the sense of a line of research and operational proposal, which is intended to be practiced through the discovery, investigation and comparative study of new urban experiences, recent or ongoing, in Italy and in other international contexts, directed towards the search for innovative and progressive ways to orientate the regeneration of marginal urban contexts. This passes through the experimentation of new production practices, intervention and management of urban common goods, and the invention of new collective uses of the city and landscape, after the crisis of public models for the management of public spaces and private spaces. collective.

The purpose of this module is also to introduce students to the understanding of the relationships between building and infrastructure transformations and the more general change of the territorial contexts of belonging, through the analysis of contemporary settlement transformation processes. The ultimate aim of the course is to consider the necessity and usefulness of planning as an instrument of control and participatory governance of these transformations, that is, open to the informed collaboration of which it lives, works, produces, consumes, lives cities and territories in an active form.

In particular, the course aims to strengthen the ability to acquire methods of analysis and interpretation of urban and territorial physical contexts, also in relation to contemporary transformation processes, through an integrated approach that:
- assumes the physical structure as a material expression of the social, economic, cultural, administrative and management structures, and of the logic of the local and supra-local network;
- invites to deepen the main normative references and the discipline of the municipal and supra-local urban plan;
- tries to experiment operationally with a methodology for the elaboration of planning and design guidelines at the urban scale (strategic transformation agenda), with particular attention to the issues of securing the territory and sustainable development.
- Analyzes the conditions for the participation of local actors in the training of urban planning tools and projects and in the participatory management of the territory through forms of active citizenship
- Experiment with new ways of sharing territorial knowledge and building urban planning through new systems of construction and sharing of expert knowledge and common knowledge (see: Observatory of participation and active citizenship of Pescara, http: // ocapescara. altervista.org).

Urban study context and intervention theme

The context of study is that of the outskirts of Pescara, and in particular of the priority and complex neighborhoods, according to the recent definition adopted by MIBACT in the URBAN CULTURE PLAN, by Rancitelli, Villa del Fuoco, San Donato, Fontanelle, which occupy the southern regions of the territory of Pescara.
The theme assumed is the urban regeneration of contexts marked by strong conditions of marginality, social exclusion and inequality, through actions both on a material and immaterial level.

- Particular attention will be paid to the formulation of small local regeneration plans, starting from the examination of the effectiveness of the implementation tools of the current General Regulatory Plan (Urban planning departments of implementation), also to the development of the landing point of the practical activities carried out during the previous town planning course, in the academic year 2018-2019:
- - the formulation of possible "collaboration agreements" between citizens, associations and local administration aimed at the shared care of the "urban common goods" of the neighborhoods;
- - the enhancement, in terms of equipment, infrastructure and services, of the "elementary urban structures" identified in the neighborhoods under study as integrated systems of public spaces and sustainable mobility around schools, parks, and other "common goods" devoted to the exercise of citizenship rights of children and adolescents.

This work program is part of the research activity produced by the chair of Urban Planning for several years, and of the third mission activities carried out in partnership with numerous educational institutions in the outskirts of Pescara (Cittadini in bud project, 2017; PON MIUR A city school , 2018-2019; MIBAC Project Directorate-General for Urban Creativity and Regeneration "INSegnalibro", 2019, in progress.
